what is the installing process? can i just download it and use it or is it a whole process that you have to go through like dexaim where you have to turn shit off and go into bios and turn shit off?

You don't need to do anything in BIOS with PO. It's a lot simpler than DexAiM. There is a complete step by step guide provided upon purchase. Keep in mind you need a USB to use PO
