ive done both still will not pop up i wish yall had videos up on this it would make it more easier to do this but now im out of 40 bucks this should be easier than this

Try enabling core isolation, restart PC, disable core isolation, restart PC, delete old loader from USB, download new one from website, restart PC, in that order specifically
